Where the PPC is an IPC member, there is no Plan C worth trying.
Is that because if the PPC is an IPC member its a lost case?
It's just that a Plan C appeal to the IPC will fail. You can still win the case in court. However, as you have not done Plan A, you should continue with that for the time being.

Yes, their local office...on their general info email account, not the one for appeals...
Oh dear... Are you sure CPM are the landowners? I seriously doubt it. What exactly did you say to them? Did you admit liability?
Well, the whole email is written in plural, driver wasn't identified, you couldn't tell if the email sender was driving or not.. Email says that the car park was used by us for stopping and waiting because of the appointment. The CPM number was mentioned so its clear which PCN is in subject, however, that's all. I guess PCN has picture of this car going in and out anyway, so that's not a secret if the car entered the car park or not.

Do you have any suggestions at all?

-tried the Plan A (driver wasn't identified), apologised and offered to pay the double of actual parking fee, no help.

We would try and appeal, using Plan B template, adding a line that since the NTK is not PoFA compliant, the keeper cannot be held liable. We wouldn't identify driver.
Who, exactly, did you contact and "offer to pay double the parking fee" as part of your Plan A? Surely not Countrywide Parking Management?
Yes, their local office...on their general info email account, not the one for appeals...
No clue how would find the landowner...
    Here are some ideas:

    1. Google searches
    2. If a retail park, check on any signage which lists the on-site outlets
    3. Ask retailers on the site if there is a managing agent
    4. Ask retailers on the site to whom do they pay rent
    5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)
    6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information
    7. Contact The Land Registry and for around £3 they should be able to provide definitive detail.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

This isn't a 'lost cause' haha!

    No-one pays UKCPM!

But there's no appeal worth a consumer trying. IPC Firms are best ignored these days.

IMHO, their Trade Body provides no fair or independent appeal service that consumer reviews and their own - now unavailable - archive Annual Reports suggest is worth trying.

Their bad.  Let them dig their holes. They seem very good at it, from my perspective.

    Ignore IPC AOS parking firms.

DO NOT PAY PCNs FROM IPC AOS FIRMS.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's clear as day, we're going to ignore.

Can this thread be left open, so in case of any complications I can come back and post updates here?

    Thanks for all the help

    Yes please do.

But no need to tell us about the daft £170 threatograms. Only LBC or claim form (see the 2nd post of the NEWBIES thread).

    Hey,

As you predicted, we been receiving the "the daft £170 threatograms", however this time they sent a little different one, "Letter Of Claim.. in accordance with the Pre-Action Protocol of Dept Claims." Possibly getting to County Court Claim?

It still looks quite daft, however not sure if they will actually follow it up?

    Should we keep ignoring?

    Any advice appreciated.

The first few lines of the second post in the NEWBIES thread explain how to react upon receipt of a Letter of Claim.

Plenty of recent advice on here about Moorside and Letters of Claim, plus their court claims

    Respond, don't ignore

Then prepare for a court claim pack to arrive from the CNBC in Northampton within the next few months
