    That's why we have people who were either elected or placed to look after the interests of the majority and until we achieve a utopian dream where everyone behaves to accepted moral standards, the more bins there are, the less litter there is going to be in the streets. h doesn't happen .
    Only if the bins are emptied which often doesn't happen.

    Have you not seen the piles of litter left beside full bins? 
    Interesting point. 
    If the cigarette butt ( extinguished obviously) was dropped into  the top of an overflowing litter bin but bounced onto the floor could you still be fined for littering because you perhaps should have noticed and taken an alternative action?

    I would hope so as it would be obvious the bin is full , so take the butt away with you, there is no excise for littering and as for drivers who throw butts out if their window when driving ( often still lit) 😟😟😟
