That's a good example of a non-PoFA compliant Notice of Drivel. No offence has occurred because failing to pay for parking is not a breach of byelaws.

The word "must" is misleading because there is no such law requiring a motorist to pay a parking charge at the initial stage.

The presumption that the keeper is the owner is misleading and a presumption not enforceable in law.

I am sure that APCOA are lying when they say they are the 'creditor of this fixed penalty notice', they can only be the creditor of a parking charge notice, which of course this is and yet it isn't, but they mix and match a load of old twaddle to try to bamboozle you in to paying their scam.
