    followed by NTK from TNC Parking Services who do the DVLA look-up and postal letters:


    The TNC NTK is odd and non-compliant with Schedule 4 despite citing POFA:

    - it wrongly names the parking firm (twice) as 'CPS Midlands - 28 day'

    - it fails to state the provisions available to the keeper at this stage to appeal and/or complain. In fact it says you can't appeal to TNC as they didn't issue the PCN.  

    - given there are two 'parking companies' named here, it fails to identify the creditor and indeed TNC wrongly say that 'we have the right to recover'. But TNC are a third party agent who merely do the DVLA 'look-up' and paperwork issuance/back office work and don't even handle appeals. TNC don't have that right (only the creditor might do, subject to POFA compliance).

    Not good enough!

    Yes but that's such a niche point I can't even see a Judge going for it. Certainly not POPLA.
