The Guardian got it wrong.
This is reported in the Guardian July 22What payments are being made?
There are three different cost of living payments:
The main cost of living payment, worth £650 in total, for those on income-related benefits and tax credits.
The pensioner payment, worth £300, for everyone who receives the winter fuel payment.
The disability payment, worth £150, for those on non-means-tested disability benefits.

It will be interesting to see if The Guardian removes the article as it is factually incorrect.

Received my payment today so remember you have a deadline of 19th to receive it but some have pointed out that 19th is a Sunday so officially the Fri 17th is the last working day. So roughly around 2 weeks to wait from today. Remember to check your banks because notifications aren't always updated via Apps.1
