No, not if you first claimed UC on 3rd September because that's outside the qualifying period. To be entitled you must have been entitled to payment of UC for an assessment period that ended between 18th August and 17th September. Universal Credit

You are eligible for the Cost of Living Payment of £300 if you were entitled to a payment (or later found to be entitled to a payment) of Universal Credit for an assessment period that ended in the period 18 August 2023 to 17 September 2023.

I imagine your first assessment period ended early in October based on what you've said in which case not entitled. You may well become entitled to the last payment of £299 for which details are not yet published but obviously which will have a qualifying period in coming months.
