Yes... but it is grammatically terrible the way you have written it. Maybe try:As you only changed the terms and conditions barely two weeks prior to the event, you have failed the Unfair Terms in Consumer Contracts Regulations 1999 (UTCCR 1999). If a business makes significant changes to the terms and conditions of a consumer contract, it should ensure that these changes are transparent, clear and fair to consumers. Providing proper notice and explaining the changes in plain and easily understandable language is generally considered a good practice. As you have failed to do so, this will also be challenged as unfair under the UTCCR 1999.3

Also, to give you further explanation, the building sent an email to the offices occupiers ONE MONTH prior the new enforcement, however, the businesses, wasn't aware of it (missed the email) because summer holiday, so no one knows about the new T & C.

I think this sentence...

...would read better as...
"As you only changed the terms and conditions barely two weeks prior to the event, you have not complied with the Consumer Rights Act (CRA 2015)".
And the word 'neither' is not needed here...
"using my car without causing any neither obstruction nor offence".2 -
And change:

to

My appeal to the PPC was not successful, and I received the decision today, which was sent after 6:00 pm on Friday. They have instructed me to appeal to the IAS within 21 days from this date. Should I count from the end of the working day on Friday and include Saturday and Sunday in the 21-day period?
My second question is; do I have to appeal to IAS? if not where shall I send the appeal?
The final question is; Do I have to send SAR to the PPC now?0 -
Why do you think you would appeal to the ias(you seem hung up on that) and why would you send a SAR?2
