    Send it if you like but it won't make any difference they won't take a blind bit of notice, they are scammers and you have admitted the car was in the wrong bay which is the thing they will jump on and say there are plentiful signs within the car park.
    Where was this?
    Which PPC?
    Why would you end a letter to a greedy scammer so cordially?
    What did the landowner say when you complained?
    Have you read the newbies thread on here yet?

     The vehicle was in the wrong bay, given there are no signs & lines or numbers on the tarmac shown in evidence at that bay, based on your own photos provided. Also, the sign shown on a wall is nowhere near the bay, was not seen by the driver and does not create any contractual obligation, which was breached

    Perhaps stop admitting any liability with the words used above (highlighted).

    Why would you end a letter to a greedy scammer so cordially? Shall we remove it?
    What did the landowner say when you complained? It's under a company management, and it didn't accept to cancel it.
    Have you read the newbies thread on here yet? Yes the driver and the keeper did, and this letter is prepared passed on that, however there are some mistakes in it, apologies for that. The correct one will be posted again in different comment.

    @B789 @fisherjim

    Moreover, The driver was a genuine visitor who parked correctly within the bay and did not overstay. Your new policy of term and condition put on place recently without informing the genuine visitors, as it used to be free of charge 18 days before the day of this event.

    Please check k with the highlighted sentence, is it ok to mention? for security reason, may i send the PCN via email?

    I put you in o strict proof that the vehicle was in the wrong bay, given there are no signs & lines or numbers on the tarmac shown in evidence at that bay, based on your own photos provided. Also, the sign shown on a wall is nowhere near the bay, was not seen by the driver and does not create any contractual obligation. Therefore, there was no which was breached of any contract.  Without any ground markings, how would any driver know which bay is for which business?  And In the absence of a 'relevant obligation' (such as a requirement on the sign to display a permit or key in a VRM somewhere), where is the evidence, the prima facie case proving driver contravention?

    A few highlighted minor corrections for your main paragraph.
