You email them saying "I wish to make a formal complaint in that I ..." and explaining the details as clearly and unemotionally as you can.

So I did make contact again directly and Shell actually tried to ring me pretty quickly.  Although of course I didn’t recognise the number so I didn’t answer!  Somebody who sounded like they were from an overseas call centre left me a message to say they would send me an e-mail.
Promised e-mail hasn’t arrived but today 7 days later I got a note added to my complaint to say that a final bill will be generated within 2 days.  Lo and behold I can now see it on my account.  I’ve nearly fainted.   I don’t know if I can even face trying to verify the rate charged as per the other thread on this topic.
I await getting the actual money back of course!
Had to laugh I then got a customer service e-mail asking me how they did !
