As much as I would like to mount an estate wide fightback, I feel like getting everyone on board is going to be much more difficult than I thought, as some have already given in and paid the PCNs.
I have pointed all the other residents to this page should they wish to pursue the matter themselves.
I would like to mount my own defence please.All of the PCNs have now come through the post bar one. And so fat I have only lodged an appeal against the first one I received.As I mentioned earlier, my appeal was just an emotional type of response as you'd expect from someone not familiar with this forum. I have since scoured through a lot of information and I am planning to appeal all of the PCNs just before the deadline, using the template found in the newbies forum.
I understand that these appeals will most likely be rejected. And I understand that I should not lodge further appeals with IAS. Instead I should just wait for the Small Claims Court letter(s) before mounting a defence.
This is where I am totally clueless and I would very much rely on your assistance.0 -

OK that's not a problem.
There is no appeal - so stop taking that bait, just don't give the scammers the time of day - and instead your concerted effort lies in getting this in the local paper and getting your MP on board to lend weight to the three complaints.
Shame the landlord and expose the scam like in the linked thread I showed you. They can call a halt to this harassing farce and can order PCNs cancelled and possibly even get some refunded to those victims too weak to fight - BUT DO NOT PAY BECAUSE I DOUBT REFUNDS WILL RESULT.
Then come back in August to update us and to do the vital DLUHC Public Consultation (win your battle and help us win the war, too). We'll be all over it.
You don't need to do anything else because the MP complaint and local newspaper publicity should spook the landowner/property agents and should end it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Trying to analyse this - your residential estate has different zones? The other streets have been infested by a PPC, those residents have migrated to your streets? You can no longer park where you used to so have to park where they used to. Bang, you get PCN’s. PCN’s because they (the other zone residents) knew to stop parking there but you didn’t? Have I got it?
For every body else reading - detail, detail, detail - it matters. What exactly has happened, when, where and how?
The signs? What signs? What do they say?
You say “confusing signs”. Detail matters, what exactly do they say? Permit holders only per chance? With no explanation on how or where from one can obtain said permit?
Looks like a classic residential parking trap to me

@happysoul99 have I understood correctly? If so it changes answers. You and your fellow victims don’t have a complaint against your landlords, you have a complaint against someone else’s landlord.

Good morning
Yes that's correct. This is a road that runs parallel to ours. It is literally 10 metres away. I would usually park on my road (road, but sometimes, on either road A or C if there was no space coming back from work late at night. The residents of these roads would do the same if they couldn't find parking on their road. It's an arrangement that always worked and everyone was happy.
These are all unlined roads, no road markings whatsoever. However Road C is now peppered with "Private Land" signs (see attachment).
They've restricted road C, so that has pushed the problem over to A and B, causing chaos. Road B is where I normally park, but because of sudden restrictions (which I didn't know about), those who knew started parking on our road, and forced many of us to park on roads A and C. This is how we got stung day after day, as we simply weren't able to park where would normally.
1. The residential estate does have different zones, Road A and B are in the same zone, but road C isn't.
2. The land owner is a form of partnership between two well-known builders.
3. There is only one estate management company for the entire estate regardless of which party owns the land.
I have called the land owners to complain, and their response was that (I paraphrase): They have delegated day-to-day management of the "entire" estate to this management company. And therefore, as "directors" of the estate, they have all the powers to decide whether they wish introduce parking restrictions, without having to ask the Landowner for prior permission. The land owners have confirmed that they were not aware of any parking restrictions, and that they don't really need or want to know about such matters.
I have also called the estate management company and the person who is charge for our estate. They made it clear to me that even though they had signed the contract with PPM Ltd to enforce parking. They had "no power" to ask them to cancel the charges, and that they couldn't understand my complaint because, to paraphrase : "Signs were up for 3 weeks before enforcement commenced". In other words, no sympathy whatsoever.
To my complaint about not receiving any communications. They simply said, that they've communicated it to the residents of Road C only, and that they didn't need to inform us. The residents of Road C were offered an option to get these "Green Permits". I suspect they were asked to pay for the privilege, but I am not sure. Either way it could be that they didn't bother with the admin, so when the enforcement commenced, a good proportion decided to park on unrestricted streets instead.
Just as a side note. Road C now stands almost completely empty, utterly ridiculous.
