Really doesn't matter. As long as ANY defence has been submitted, the claim will be discontinued in due course.

I'd remove 3.1 to remove some narrative and to get rid of the admission of error re the V5C and the location code.

Your case still makes sense by removing that whole paragraph and shifts the emphasis more towards their wrongdoing.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks, I've zero experience of courts so Idk how much narrative is necessary/ expected.

I did ponder whether to reference the V5C element, but concluded I should include it because it explains why I never received a PCN, and appealed it earlier?

I don't understand how I can remove reference to the location codes? They are fundamental to the PCN?

Its the POC that you are defending against,  the contravention didn't happen on the date in the POC,  nevermind anything else

Save your narrative for the place where it belongs,  the WS

DEFINITELY don't admit to anything at all, its for the claimant to prove their case,  which they probably won't so will eventually discontinue, if its discontinued eventually,  why worry about it now  ?

As for not receiving paperwork,  no point admitting that you failed to update the V5c,  a legal obligation placed upon the keeper

Even when a suspect is quizzed in the interview room, and know they did it,  the stock answer is  " no comment   " ( or , prove it   )

You can add more detail at WS stage and we can then talk about how to reference the location code.

However, I only advised you to remove one paragraph! It doesn't change your story. What you are left with still talks about the wrong location code so it's safely mentioned in the defence but without admitting fault really.
