I suspect it's as stuhse says - the battery ain't strong enough. The engine is no longer 'locked', but does turn a small amount every time you click the key. It just ain't strong enough to crank the engine.
With the plug back in, cylinder compression is restored, so the engine will rightly be much harder to turn, so needs a strong battery charge.
SS, have you CLEANED the plug? You do understand that there isn't a chance of the original still-oiled plug actually working? And please tell us you also understand that placing the thing on a radiator - when you've repeatedly been told it needs a blow torch flame - ain't going to do nuffink? Does your radiator reach 800-odd degrees centigrade?

After seeing this message I went out at 10:30 PM to test, I don't want you guys any more on the edge of your seats.
Well..Its kicking but not up there..is this concludes still spark plug issue...?? I will be getting new one tomorrow. I did heat up spark plug.
I don't have a blow torch to do that bit.

That's a good sound. It's 'cranking' well, but obviously still not firing. That oiled plug is undoubtedly the reason.
'Heating' a plug ain't going to sort it. That build-up needs burning away completely. The plug needs to be clean.
Hopefully the new plug will work before it, too, becomes oiled.
If it fires up ok, then keep it running until it stops producing smoke.
If it doesn't fire, it's likely because the new plug's also been oiled up in the first few seconds of cranking. In which case you will need to 'burn' them to clean them - do both plugs.
Do you have a blow torch? If not, the NEW plug should be clean-upable ok with petrol, using a suitable brush (eg old paint brush), because it's just clean oil on it (let it dry fully before retrying). Worth trying petrol on the old plug too, see how it goes.

Does the machine have a choke you use when starting it from cold ? Were you using it in the normal manner ? Agree with above, that sounds good.
Make sure you have petrol in the tank. Use the choke in the way you always have. I'm surprised the old spark plug hasn't cleaned up and worked ok, but a new one should definitely have you on your way.
Also another thought, are you sitting on the seat , with blades disengaged, etc. My ride on has various safety interlocks to prevent it starting...I'm sure yours does too.
You need to replace that rocker cover gasket in the near future, or it will leak oil everywhere. It will be ok in the short term.
