Ok, you are 'cranking' that engine for how long each time? Yes, around one second. For how long did I suggest you should do it for? Around 5 seconds.
Hair...hair...hair...
Why is a good 5+ seconds required? Because that will get it spinning as fast as possible, and will encourage oil that's loitering around the plug hole to be expelled.
So, please, give it at least one darned good spin.
A useful video clip would have been aimed at the plug hole, so we can see how much oil is still coming out.
Have you bought a new plug? No? Have you properly cleaned the existing one with a blow torch? No? In that case, do not bother replacing the plug as it almost certainly ain't going to start until you do one or the other.

To answer your other Q, yes, the cylinder does need to be lubricated with oil, but this is done from the other side of the piston, which is open to the crankcase, which is where the oil is stored. There should be no oil above the piston, which is where the spark plug lives.
When the engine runs, the rotating crankshaft sprays oil everywhere inside the crankcase, and this includes the cylinder, but the piston has sealing rings around it, so it scrapes that oil back down into the 'case every time it moves downwards. That's enough to lubricate the piston against the cylinder, tho'.
Oil (other than a tiny trace) mustn't get past the piston rings up to the combustion side, tho', or else it'll risk oiling the plug, meaning it'll stop working and will need regular cleaning.
After some years, the cylinder and piston rings will wear (especially if the oil isn't renewed regularly), and that will then allow too much oil to get up to the combustion chamber, and a symptom of this is a blue smoky exhaust.
So, there ideally shouldn't be any 'oil' getting to the combustion chamber.1 -
