Mountfield R28M Ride-on-Mower Mistake? Any tips..?

Nice job so far, SS.No, the diagnosis still stands - if the engine won't even crank over (and it ain't down to obvious stuff like a flat battery, or mower still in gear...), then there's a risk it's due to oil inside the cylinder which cannot be compressed (unlike the air which is usually inside the cylinder). Ergo, the engine cannot turn over. I obviously don't know it's down to this, but if the engine does not turn, then it needs investigating and eliminating as a possibility.(Tbh, unless the engine's oil level dropped an obvious amount when tipped over - did it? - then it's not highly 'likely' to be this, but as long as there's a chance, it needs sorting. Trying to turn an engine when it's 'hydraulically locked' can seriously wreck it.)That spark plug looks to be in good condition, and I doubt very much if it's seized in the cylinder head. Allowing for S62's rightful caution, I personally would have no hesitation in DIYing its removal; had there been signs of corrosion around the seal, for example, that would have been different.Do you have a plug spanner? Or, since you've managed to expose the plug so well, a ring spanner would even be better. Do you have one that'll fit?1

Quite possibly it's meant to be oily. Especially if it's a 'coarse', very breathable, foam - one that wouldn't provide much filtration from dust if left dry.
If so, it's usually (carefully) cleaned in petrol or another solvent, allowed to dry, and then given a light coat of fresh oil, squeezing the excess out as much as possible. It's the thin oil coating that does the dust catching.1 -
I opened box marked OHV (Overhead Valve) found oil in it..especially bottom part. Is it supposed to have oil inside..? I mean is this lubricated area..?
Should I clean this up..?

Stop randomly taking bits apart before you damage anything else. You need a new gasket for that now and yes it should have oil in there. Remove the spark plug as you have been told, crank the engine to remove excess oil as described earlier. Clean the spark plug or renew it, get a new gasket and refit the rocker cover, put the air filter back together once clean and see if it starts.Living the dream in the Austrian Alps.2
