Every smart meter has a built in clock: you can check whether it is accurate.
Often the reason why apps show different usage blocks is because the supplier and third-parties use a different time stamp for the 11.30pm to midnight usage data. That is, the supplier uses midnight and some third-parties use a time stamp of 11.30 for the same data.
For example, I am billed by Octopus up to 23.59pm on the 27th. To complete my bill, the system has to wait until the data pull on the 29th to get the last chunk of 30 minute data for the 27th as this is in the data pull for the 28th.

It is frustrating that Bright uses daylight savings time but E7 uses GMT. I can confirm I see this on my Bright app too. And I have confirmed the meter changeover from R1 to R2 and it is correct (00.30 GMT / 01:30 BST). Bright just can't handle daylight savings time.
My previous non-smart digital meter timer stayed on GMT all year round. However, the Liberty 101 meter we currently have updated to BST.
I have now looked at Bright, Loop, Ivie and Hugo and have formed this opinion so far:
Bright - As it cannot handle BST, its no good for cost on mutli-rate tariffs but fine for kWh. It has a cleaner interface than the rest and a tablet interface (the rest only have phone interface)
Loop - The least useful. Horrible inferface with the data you are looking for requring multiple clicks/swipes. no useful tarrif data. So, useless for cost.
Hugo - Tariff is entered manually and you need to adjust it when the clocks change and when the tariff changes but this does allow cost to be accurate. So far, the budget projected and pro rata seems to be relatively reliable but the lack of tablet interface lets it down. However, this may be the best option for multi-rate users.
Ivie - only just installed it and data is no complete yet. it does allow you to adjust the off-peak times manually to account for BST. However, you cannot backdate the tariff date. It applies the change of rate/time from that point onwards. Having only a phone interface is limiting but there does appear to be some charting that may be useful. However, I cannot tell yet because not enough data is available. It doesnt allow you to input your budget. it uses some sort of formula based on type of house and number of people. So, that makes the budgeting side useless.

Octopus mini gives near real-time power and usage information. Only available to Octopus customers with a waiting list running into many thousands. Bright App with the Hildebrand IHD/CAD offers the same information on, I think, a 10 second refresh.

Bright, well Hilderbrand, have an api, you could pull the data from there is you know what your are doing and bypass the app.
Hugo and Loop source their data from https://data.n3rgy.com/consumer/homeYou can login there and pull an excel csv of the half hourly data.

I have a third party app that is not integrated to the smart reader but can use manual readings or csv outputs. I used it from before I had a smart meter with manual inputting. So, I intend to look at the n3rgy website. However, I can't get past the sign up stage as it fails on MPAN input. I have tried a couple of times now but tells me to try again later. So, I will

I use the Bright App and also Guy Lipman's web site which I find really useful and creates nice graphs for average usage stats. It also has a bill calculator which supports multi-rate and E7 tariffs. It pulls its info from n3rgy and is tailored for Octopus custoners but can be used for any provider:

My Smartthings hub has some sort of interface, I thought it was going to talk to the HAN via zwave/zigbee but it just seems to pull the data from the same API as the other apps with very limited charting options.I think....0

Also showed that (imho) the service Hugo were using to calc the saving session savings was wrong but I couldn't be bothered to pursue it.I think....0 -
Having a quick read of the thread, am I to take it that the apps so far seem to be either Bright or Hugo?

KevDepends what you want to do. I've been using Loop for a few months to do a quick occasional check and it's worked fine for that so I never bothered looking for something better. Having said that, this thread piqued my interest so I downloaded Hugo and I agree with @dunstonh comments in an earlier post comparing the various apps. IMHO the Hugo interface is orders of magnitude clearer and I'll be using it in preference to Loop in future. I haven't tried Bright yet.btw Loop had a very well managed Turn Down and Save scheme for those that weren't able to participate via their supplier so I'll be keeping the Loop app installed and checking my emails from them even though I on't be using the app as much (if at all).0
