  • I should addend this portion from the concluding paragraph:

    "This offer is in full and final settlement and on the grounds that no further action relating to this matter is taken by you or (the victim)."

    Do I detect a concern that they may be on the line for worse in terms of publicity and expense?

    Having said that, whilst we cannot accept any responsibility for the issue of the fine or the circumstances on which it was issued, we would like to bring this matter to a conclusion. We are therefore willing in this instance to settle the outstanding debt with the enforcement agency, conditionally.  

    What do you think? Take the offer and close the case?

    What 'conditions'?  I'd let them 'settle' the case. Let it cost them. The more that happens, the more they might learn that if you lie with dogs, you wake with fleas!

    I agree with @Umkomaas. Make it hurt them, so they might re-think in the long run.

    Also their conditions don't stop you publicising the scam in the paper. Nothing about no publicity there.

    I doubt NPE will devote a second more to your case, they will have moved on to collect more money from the vulnerable. Go to their website and check the status of your parking charge, if it's been cancelled it should show there. Take screenshots and keep for posterity.
