Good afternoon,
Just sharing what I am sure is yet another in a litany of similar, although at initial glances I could not see a thread pertaining to a fine issued for a purported stay if such short duration. Essentially, at a Coop store the driver pulled into the parent and child bay, correctly as they initially intended to disembark the vehicle but either due to considering the proposed terms of the contract and refusing or failure to wake the sleeping child then left the bay after an elapse of 3 minutes 1 second. Hoping that the likes of @Grizebeck and @Coupon-mad and others can provide assurances that this is an appropriate period of consideration and these three minutes will not transpire to be very expensive!

I think 3 minutes would be more than reasonable to consider the terms. It would take you longer than that to gather your baby and get out to read the sign.4

Contact the landowner. The parking firm are jumped up little hitlersAdvocate in the County Court dealing with a variety of cases, attending the courts in the North East and North Yorkshire6

@Grizebeck I've contacted the store who have confirmed that Coop itself is the landowner of the area concerned. Where next would you recommend?1

Did you ask CoOp to cancel the charge? or ask them to ask the issuer to cancel it?2

You explain how you are a regular customer and that, no matter how inconvenient, you will not be shopping there in the future if you are going to be under threat from a scamming parking company for an extra £100 just for the convenience of visiting their car park. You will also advise all your family and friend not to show there either and tat you will save all your receipts from your shops at their competitors for the next few months and show them how much business they will lose if they do not get this cancelled. They can times that sum by many more family and friend who will do likewise.
You should also find out the contact details for whoever is the head honcho at Co Op and advise likewise, especially if his minions at the local store try to fob you off.
That's step 1. Complain to you MP about this too.
Then read, re-read and read again the Newbies thread near the top of this forum. At no point try to appeal to the PPC until you've read that thread and do not identify the driver. No "I parked..." For now you are appealing anything as the registered keeper. It should always be "The driver parked..."

They've already rejected the appeal and I am aware that any such further to the IAS is entirely worthless. The relevant manager was absent from the store today so he will receive a call tomorrow; aside from that I suppose that we hunker down and laugh off anything until a letter before action or similar, and then hope that a judge would adjudge the 3-minute contravention as not befitting the purported punishment.0

If you can’t get the store manager to cancel then you just wait for a LoC or LBCCC and ignore anything from debt collectors. They can start a claim up to 6 years after the event.3
