Average speed camera zone with no signage

I know this has strayed off-topic a little but just read the OP and reminded me of the average speed cameras on the M60 during major roadworks in 2014-2016 that were inactive for 5 months due to paperwork issues around the traffic regulation order.

I note the M62 Ouse Bridge ones have just been installed, quite possible they haven't been commissioned yet, I did a quick search for the TRO but can't find one.
