Apparently'" you are only permitted to do that if parked in a disabled space, or on the double yellow lines and he did say, 5 mins grace period.
How stupid is that?  You'd no doubt get a ticket if you parked in a Disabled Bay because you'd be flouting their other 'rule' - not displaying a blue badge. And in future, abuse of Disabled Bays will incur the highest level of parking charge, and PPCs will not let that opportunity pass them by!

Making things up; I usually respond by asking where is that rule stated? I would like to read it for myself. Where does it say that on that sign? Please show me.

In my work I often have to say on what authority are you relying upon to make that statement? which section of which act? Floors them everytime.

My car is a leased car, I start with (2nd appeal) I'm appealing as the hirer/lesee?
Already 'hooked' them so they dont' go to my lease company (tkt on wiper) for the first appeal (turned down of course).

Personally, due to the facts of your case I would appeal as admitted driver and attach lots of evidence.

Thank coupon-mad, your advise and the other regulars have given me the confidence to not feel 'afraid' of these people. Small update, I've asked my HA for the contact of the landowners (just to see their reaction) in regards to this tkt, the HA estate manager though I had successfully appealed it, and said they could look into that (I think it's the contact of the landowners and not cancelling the tkt). Anyway makes no difference, I still would need to proceed to appeal (round 2).

Oops just got an update from HA:
    '

I have seen the photos of your car parked outside the entrance door of the block.

This is unacceptable and a health & safety breach.

You will need to appeal independently.

I did unload near my door though (to unload). Does this change anything?

Doesn't change the HHJ Harris judgment in Jopson v Homeguard.

Is a breach of Elfin-Safety regulations prominently and specifically displayed on the signs?

    Of course it isn't.

Changes nothing albeit never block a door (I doubt you blocked people getting in or out?).
