Boundary Question about Removing my Fence.

    Absolutely. And all points that I have made.
    There's no suggestion that RS 'tells' HO what to do, or what type of fence they 'should' be putting up, but I personally think that HO should be made aware of what has been happening. I think that is the right thing to do.
    And, yes, it runs the 'risk' of the chosen response being to erect an unsightly 'security' fence that RS might not want, but - if that is what's required - then that's surely the correct outcome?
    I was replying to where you said "I would suggest that security fences for the home's boundaries is essential."

    A fence of some kind is essential, but upgrading that to a "security" fence may not be the right solution. That was the point I was trying to get across.... if the residents are attempting to climb any kind of fence then that is where the problem already exists.

    I'm not naive enough to imagine homes have the resources to watch each resident 24/7, but the risk assessment should be starting with why the residents are trying to get out and how this risk should be managed for the best overall outcome, rather than jumping straight to the "security" fence solution.

    In the OP's case, the bank which has to be climbed before they get anywhere near the fence may pose the greatest risk of accident or harm.

    Overall, the additional information the OP has given suggests this isn't the kind of setting where security fencing sounds likely to be appropriate - if the residents are attempting to escape then it is likely they need moving on to a setting which is more appropriate to their needs.

    In all fairness this appears to be exactly what happens, only it takes 3 to 4 weeks to put into place from what I can make out.

    And totally off topic but a point that amuses me.

    Moving next door to a elderly care home did not bother me in the slightest. Coming from an area with higher crime and having hobbies that require expensive equipment in my garden, this arrangement appealed to me from a security perspective, and the fact I thought it would be very peaceful.

    In the main it is quite peaceful aside from the odd residents who shout foul language, and agency staff sometimes being quite loud during their 3am tea breaks in the garden, but do not underestimate elderley people's ability to party! In summer they have parties, live bands and singers regularly. Some of the singers are very good and I enjoy the free entertainment, others not so good! Eye opening for sure.

    Unfortunately it was heavy rain during the Coronation, so a band played to themselves all afternoon under a gazebo, which was for the best really because they were terrible!

    I understand. But by 'security fence', I meant a fence that provides enough security, that's all. Not any specific type. The point is, it would be the care home's responsibility to make that judgement.
    If they deem a security fence is required, then that is their call. Ugly tho' it may be.
    Hopefully - ideally - they won't.

    This is our local care home's new fence. Pretty tasteful and discrete, but looks bludy hard to climb - no foot holds!
    I think that this is the sort of thing that RS's care home should be putting up. And RS can then add whatever he prefers on his side, including nothing.
