Not displaying a blue badge correctly is part of the new CoP, these are on hold awaiting approval but they should be considered, it’s a minor human error IMO.1

Does the witness statement read OK otherwise? I've printed a copy as not sure if they need it printed or on email. I've saved as a PDF so can send on email if it's OK to send that way. Assuming all OK I will send to the court and the other side.0

UKPC are BPA AoS members so no good using IPC CoP for anything.
Also a quick read and this stood out:-"Parking Eye Ltd v Beavis (2015) KSC67......"Did you copy and paste from a WS used as an example by the forum - if so wonder where the "K" came from here "KSC67".2 -

I didn't realise with the ipc stuff , is there a better, more appropriate one somewhere instead?0 -
Yep you want the BPA CoP that was valid in 2019 (Google it) and you should use the section about disabled motorists, which (helpfully for your case!) states that a full t&cs contractual sign must be visible from the driver's seat without getting out of the car, when parked in an accessible bay.
Without that sign in view, it is untrue for the Claimant to say you "agreed to pay £100" because that term wasn't anywhere near! Impossible that you accepted a contract.
Para 22 needs a small edit because the false £70 add on 'fee' us not actually banned yet. Expected to be banned or 'intended by Parliament to be banned as part of the new statutory Code' would be true.
You've missed out the usual points about lack of fair ADR and lack of landowner authority that I believe are in the WS bundles by @aphex007 and @SJRRJS.
You know that rejection letter you never got...what are the 3 middle numbers in that POPLA code before the 9 (for 2019)?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
