That is more likely the reason; I do seem to recall Cardiff being on the list.

Yes I believe Cardiff is on the list unfortunately. Looks like I'm probably scuppered then so I need to make sure I cover all likely arguments from the claimant in my witness statement and evidence. I've not received theirs yet. Still writing mine but will share it when Im finished.

Just playing devils advocate here... You quoted the above early on in this thread after you received the response to your SAR.  What are you going to say to the judge, if asked, "was your blue badge open and displaying the expiry date?".

I am not even sure if it is a problem but I though it best to highlight this, at this stage. No doubt the experts with much more legal knowledge will comment.

I personally don’t see it as an issue, PCN should have been cancelled at appeal.
