No - you tell them how much you can afford - if anything (At the moment, and until you've got the budget under control, there is nothing to spare to pay to them remember). At the moment if you want to contact them I'd suggest that you follow the lead that makingabobor2 has suggested above (unless someone like sourcrates or fatbelly has an approach that would be more appropriate in your circumstances). My feeling is that by writing they are likely to offer you breathing space to start with though, and that could slow down the defaults.
You say you've cancelled payments to some of the unsecured debts - where are you finding the money to pay to the remainder at the moment? Remember if you continue trying to pay them before you have created slack on the SOA/budget you're just going to continue to make your situation more problematic, so it's really important that you are budgeting properly to ensure that the money is there for EVERYTHING you pay out each month.
My suggestion would still be - stop paying ALL unsecured debts right now, and turn your attention fully to the budgeting side as that is the key to everything else now. It's all barring the natwest, as postal issues meant I didn't get my nationwide in time.
I've done it all Barring natwest whom are my primary account holder and I didn't want to risk issues with that account as it feeds the mortgage

Agree with @EssexHebridean comment....you tell them what you can afford to pay, not what they ask for. And also, if they ask you to send an Income & Expenditure form, you tweak it to show what you want, so you know you have a bit more than enough for all your outgoings etc and the emergency fund.Making the debt go down and savings go up

I've drafted a letter.
Should I say abot a dmp at this stage or wait for their response as I've asked them to cease charges and default a account

While you are waiting for defaults, live to your new budget, save what you would have been paying (plus what you need to put aside each month for annual things, holidays, clothes and the normal emergency fund amount etc) so that you have an emercency fund in place for when the DMP starts.
Then, work out from the budget for the DMP how much you will have available for repaying debt (lets say for simplicity that it is £500 and your total debt is £5000), then divide the amount you have available by the total debt to get what each £1 of debt will receive (500/5000 = £0.10p) so that when each debt defaults you can start to pay that amount in the £ so a £375 debt would receive £37.50 each month
