    If I was legally allowed to empty 200l out of my fairly full tank so I could purchase the minimum 500l delivery then I would.

    "You can store between 275 and 3,500 litres of oil at home but you will need a petroleum storage certificate and a licence which can be obtained from your local PEA. This will last up to 3 years and is non-transferable. They may issue conditions regarding how and where it must be stored.

    It must not be stored in your living facilities and must not be pumped from an oil tank at your premises."

    I imagine it might also mess up home insurance and worry the neighbours...

    A 205-litre drum is less than 275 litres, so I don't think that paragraph applies.

    How long are you planning to store it for? A month or so?
    Insurance is only a problem if you need to claim, it's going to weigh 170kg so it probably won't get stolen, and provided you don't put it next to your bonfire it's unlikely to catch fire once it's inside a closed steel drum.
    And will your neighbours even know about it?

    I use heating oil and have only just heard about this.

    Now looking for the detail on this scheme

    Am I right in thinking the government made the announcement without having the slightest clue how it would work?

    The two payments are not related.
    Every household gets the £400 payment regardless of their energy usage/supply. It's paid through electricity suppliers as most households have an electricity connection.
    Completely unrelated - the £100 payment is to provide "equivalent support" for those who are unable to benefit from the fact the Government just spent billions capping the price of gas under the Energy Price Cap. If you don't have mains connected gas, you cannot benefit from that support, so the government will give you £100 instead.

    Not if you have electric heating only. 

    [Incidentally while heat pumps are more efficient than storage or panel heaters they're certainly not efficient enough to be equivalent to gas in price.  And oil may currently still be cheaper than gas per kWh.]
