Hang on a moment. You did display your permit, did you not? It just so happened that 'something' made it fall onto the floor, where in any case it was still visible. so their only point is that it was not displayed "on the dashboard". The vehicle may have been jarred, making it fall ( wonder who has a reason to do that?).
So events beyond your control, and it is only the PPC's deliberate ticket creating farcical 'rules' that have lead to the claim.
I would be fairly confident in that defence, but of course strange results do occur.

To your questions. They are very likely to pursue you through the courts. They may pull at the last minute.
This company and Excel feature frequently on this forum and the success rate of beating them at court is high.
Usually forum members who come to the process early and follow the process through stand the best chance of success.
If as you say the permit was flimsy then your defence will be similar to fluttering ticket cases. Was it windy?
I was reading the 'fluttering ticket' cases in relation to a council issuing fines. The permit is housed in a plastic pad. It was stuck on when I locked the car (I always check) and I assume with it being a sunny day the heat caused the plastic to loosen and when I returned it was on the floor on the passenger side.
The thing is, I want to tell the truth, I'm just worried I'll be punished for something out of my control.
I've since had to stick the permit on with tape.
As a side note, paying this fine right now isn't an option anyway, I literally have zero disposable income available to me to pay. So I'll have to fight this in court (which I probably would have done anyway)

I wasn't aware of this about POPLA, I searched on Google 'private parking ombudsman' and the genuine ombudsman website took me to POPLA. Thanks for letting me know.

Do you mean the Ombudsman Services website?
That website and the PoPLA service are owned/run by a private limited company called Ombudsman Service Limited.
I think you'll find that all their income comes from parking companies.
I guess it all hinges on your understanding of 'genuine'.

I'm surprised no-one has yet (unless I missed it) pointed out that this forum has around a 99% win rate in all fully-assisted court cases since 2016.

*Update*
Today the IAS rejected my appeal. The crux of their argument was that even though the permit fell from the window (hours after it was applied), it's still my responsibility. Ignoring all the points I raised.
Expected after being informed by the community that they're a kangaroo company.
