I work as an accountant, so for me when I received the below letter it was the very stressful! If I have a CCJ youre reported to the institute and your license comes into review.
So thank you alot for everyone here and the stress and money you saved me!
Zego if you got a quote from them

...with a copy of the BPA email confirming this is a scam and a fraud, so that you don't get fobbed off and told it's a civil matter?
Please tell us because this is important - where did you recently in 2022 divulge your car details and name and address AND phone number online? Zego?
It is a fraud that undoubtedly comes from online 'data rape'. It's just finding out the leaky database.
Also sent an email too BPA so they can include in there file, if they have one.
In regards to Zego, I have not heard of this insurer, I did have a Deliveroo account during lockdown but this has not been used since then. What is interesting is that Deliveroo sent me an email about two weeks back saying Ive requested to change my details from Bike to Car, when this has never been done.
Only other data leak I could imagine, is that I recently signed up to test a accounting software. This was done via a website name takepartinresearch. In the application process I did have to provide full details of my Car including reg, make and model3 -

Because of what others have said, my money is on the Deliveroo account - why are your bike/car details held?
You mean a Deliveroo Trade driver insurance account? And it holds the same VRM as stated on the scam letter?
Is it underwritten by the same firm that run Zego?
Please reply to that email from Deliveroo and ask for a SAR showing who your data has been shared with and who contacted them to fraudulently change 'bike' to car' (if no name or email is known, IP address of who attempted to make that change is needed, plus any and all data held about that attempted change, or you will report Deliveroo to the ICO).PRIVATE 'PCN'? It looks like Deliveroo use Zego insurancehttps://riders.deliveroo.co.uk/en/support/insurance/what-insurance-do-i-need
UberEats (mentioned by at least one other victim) use Zego as well.https://www.zego.com/promotions/uber-eats-pro-rewards/Zego appears to be integrated into the Deliveroo and UberEats apps, so you are only insured while you are actually working.
I suspect we have our data leak common match...could be wrong but it's looking like Zego.
Major ICO complaints are required.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

“In response, we can confirm that there has been no data leak from our side. We would also like to reiterate that here at Zego, data protection is a top priority. We go to great lengths to keep customer data safe, and we do not sell customer data to third parties either.”3 -

I still think this is a rogue parking operator who has been damaged, they have a wealth of data they can pass on and set up the scam
