I am on Universal credit and got a letter about the Scheme With code WHDS4,But was informed when  I called that I have to be on the BIll.My Wife is on the BIll but was informed it has to be me. Is this correct?

Presumably you claim UC jointly, so with both of you on the claim and your wife on the electricity account you should be fine.

I got my letter regarding the WHD back in Nov - phoned up and was told yes I qualify and would get the payment by end of March 2023 - Nothing has been put into electricity account and I have been chasing my tail ever since - I have contacted Scottish Power a number of times they say there is nothing they can do - I have contacted DWP and they just say the scheme is closed for 2022 - I contacted Ofgem and they dont get back to you and also contacted BEIS and no reply either - Any ideas on who I can speak to - preferably a person and not a robot and find out why my payment hasnt been made ?

Depends on what criteria you are claiming.....
