Hamis Debt collectors are powerless and can safely be ignored anywhere in the UK.
In Scotland, the keeper cannot (currently) be held liable for a parking charge.
Block the scammer's 'phone number. Do not respond to anything other than a court claim through the post in a Scottish court from a parking company or a real solicitor (which are as rare as cockerel's teeth), and cannot come from a debt collector, especially not one of the fake ones this thread is about.
Never, ever 'phone a debt collector, or a parking company, or any of there agents.

Plus companies House is showing lots of company variations showing up at the same address as previously4 -

The website is now debtbailiffs.com
It's exactly the same web template, even states Debt Recovery Solutions Bailiffs this time.
Also on companies House there are multiple new companies setup on the 25th July with slight name variations like Debt Recovery Solutions Financial ltd but listed at the same address2 -
So they claim to be representing a company that Is listed on the IPC AOS list however that is lacking lots of Info. Then the website for the 'operator' is purely a payment portal that accepts any data you enter and 'calculates your fine' and yes I do mean FINE. It's 100% a scam website which you can test your self at https://www.pec-payments.co.uk/
Enter literally any details you want and select an imaginary date and it will tell you that you owe them money for your fine 😂3 -

Direct Enforcement Agents Ltd’s compulsory proposal to strike off has been suspended. Its 2022 accounts are interesting. Under creditors (due after more than a year) is an amount of £18,580 down from £20,000. Odds on that is a bounce back loan (guaranteed by the government) which perhaps explains the suspended strike off. The banks must object to any strike off proposal to preserve the guarantee.

Their website lists the names of some 18 "Certificated Bailiffs", even though the company has only one employee. (Checking the Certificated Bailiffs Register, I found that all of the certificated bailiffs are actually self-employed, including the apparent Director of the company!).3 -
