You are eligible for what is being offered, including any conditions. If you choose no to accept those conditions then you cannot take up the offer.
As said above, pay for it yourself and you can impose the conditions
In the end it's up to you, either accept the condition or don't but please stop whinging about something that you are being offered for free. It's really irritating to the rest of us who end up paying for you to get for free.Never under estimate the power of stupid people in large numbers5 -

The OP heats his house with a wood-fired central heating system. The CWI installer wants to install "Hive" controls, which are appropriate for a gas-fired central heating system. The OP already has TRVs to control his radiators. The contractor wants to replace them with "intelligent" TRVs connected to the "Hive" system. The "Hive" system requires the user to control it using an app on a smartphone, but the OP does not have a smartphone. I can understand why, when entitled to a government-funded CWI installation, the OP wants just that, and not a set of central heating controls incompatible with his wood-fired system. Indeed the "Hive" system is intended to control a gas-fired system, but it can't put another log on the stove to demand heat from the wood-fired system.

It's quite possible OP has a gas- or oil-fuelled boiler as well as a wood burner. You can manually control the heating and hot water from the thermostat, but to set up scheduling you need to use the app. Once set up scheduling you can again activate/deactivate from thermostat.3
