    If a person hires a car and only they are registered with the Hire Company as the driver - can the PPC assume that the Hirer is the Driver, so there is no "do not admit to driving" golden ticket?

    I guess it depends on the T&Cs of the contract and whether the hirer agrees for their data to be shared with 3rd parties - most people won't worry about that as the actual hire of the car is their main priority.

    No, because there may be occasions when it is necessary for someone else to drive who is not named on the contract. For example, if the vehicle had to be moved because it was in the way, or in case of a medical emergency. 
    This was actually written into agreements my employer had with vehicle hire companies.

    Of course, every case is different, but unless someone witnesses the alleged event, and can identify the driver, and is willing to say this in writing under a statement of truth in front of a judge, it would be unwise for someone to risk committing perjury on an assumption, except PPCs because they will (and have) quite happily say it is reasonable to assume the driver was the keeper/hirer even when told the contrary is true.

    No.  There are many reasons why someone else may drive the car.  Someone could for example drive it under their own Driving Other Cars cover.

    Parking Eye cancelled drivers pcns as a 'gesture of goodwill' but it's left one really scared to park in any car park.

    The woman was billed £100 by PE for a 5 hr car park stay when her actual stay was less than an hour. Her Google location record confirmed this.
    Another driver visiting the same Essex retail car park said her husband received a letter saying he had parked for about eight hours – something they disputed.
    The reliability of PE's ANPR cameras is being questioned. PE spokesperson said "our systems were fully operational with no technical issues." 
    So if the equipment is not responsible for causing these errors then the responsibility has to lie with the PE workforce. 
    How PE use ANPR equipment and perform the CoP manual checks before issuing pcns is clearly what needs questioned here.

    Not a lot have changed, because, I went to the Salford Quays in 2015 and wrote this on Tripadvisor under the heading "The Good, the Bad and the Ugly":-

    "Ugly; step forward the Lowry shopping centre or Lowry Outlet to give it its official name which has been very cleverly designed to incorporate all of the worst features of the 1970's 1980's and 1990's. A horrible car park, which hides its charges until after you have entered; lifts which don't work, a lack of decent maps and very little daylight in the shopping area. Judging by the numbers of shoppers, trade is slow on weekdays, even with 70% off sales".
