Does a 2022 IPC award winner scheme mean that Hire/Lease docs now POFA compliant and can avoid DVLA

Just putting it "out there" for info and perhaps to bear in mind the "following" if the scheme takes off in the
future (although I am having difficulty understanding as to how it actually works):-
"Does this mean therefore that it is possible in future it is likely that all the correct hire docs etc will be provided
to make lease/hire cases POFA compliant now that they are an IPC award winner."
Anyway:-
Recently laid up due to 2 new diagnoses and new meds - bored - whilst idly browsing came across:-
I was intrigued by the Parking Technology Award - Transfer 360.
EXTRACTS FROM T360 WEBSITE
In the "About Us" they state:-
"Transfer 360 is an independent company that connects ticket issuers directly to vehicle leasing companies to
standardise, monitor and automate the process of transferring liability of a ticket to the vehicle hirer."
Privacy Policy state:-
"Transfer360, a company incorporated in England and Wales with registered number 13840059 whose registered
office is at 71-75 Shelton Street, London, WC2H 9JQ;" - (incorporated 11 January 2022)
For "Ticket Issuers" they boast:-
"The system avoids DVLA fees, connection fee, printing, postage and manual processing of hirer details."
"Avoid DVLA request and associated fees"
They explain - "How it works:
. before sending the data request to the DVLA the parking operator runs an automated check against
Transfer360.
. If the vehicle is owned by a hire company we will automatically send the parking operator the hirer’s details
. A Notice to Hirer can be sent immediately."
However, as mentioned, I am having difficulty understanding how the scheme works - they state:-
"KADOE link and POFA compliant
The system is fully GDPR compliant and data security has underpinned the system’s design."
The answer is probably staring me in the face (I blame the new meds) but:-
1) what info do Transfer 360 hold/obtain? (auto check against Transfer360)
2) and how are/what DVLA fees avoided? (scam?) - the process is all electronic and completed within a day.
(It would certainly make MY day if it turns out there is a hint that the DVLA is being scammed by a member of
the two ATA's so loved by the DVLA).
I am sure the scheme is perfectly legal as surely IPC would not let awards be won by entities/schemes that are
not of the highest calibre. (You only have to look at the two fine upstanding entities above T360 who won awards).
Appreciate it if anybody is willing/has the time to provide opinions that will give me a "lightbulb moment"?

I've read that before and it is impossible to be POFA compliant by getting hire data this way. Nothing illegal about it though.
This is a central data bank of leased vehicles. Saves Fleet companies time if they upload the details of hirers and lessees once onto this database, rather than receiving PCNs to reply to.
I can see the benefit of that to Fleets. However, I wonder who is responsible for keeping the data updated if the lessee/hirer/fleet user changes, or if that individual moves house.
I can see as much bad data held as the DVLA!
Not POFA compliant because under Sch4, keeper data must have been provided by the Secretary of State (the DVLA). This excludes other sources.
This database will also enable rogue parking firms who are unregulated or on a DVLA ban, to get an address to pursue lessees & hirers by a back door method. Not good.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Many thanks C-m for illuminating my lightbulb - I had no idea there was a central data bank of leased vehicles.By way of winding down this thread, because several family and friends are vehicle lessees I sent an email ontheir behalf to DVLA DPO (and a few days later to the CEO) raising concern that T360 could potentially haveaccess to lessees private data via RK. I included relevant extracts from the T360 website and ended:-"To put my mind at rest that this is all above board and any/all RK details can be legally accessed byTRANSFER 360 will you kindly confirm:-1) the name of the ATA they belong to2) the KADOE contract is in force and everything correct3) they are at liberty to avoid DVLA fees and access/use RK details as stated in their above website"(I also considered it my civic duty to give DVLA a heads-up that possible fees due are being avoided. After allthe "can-do-no-wrong" ATA's are the main excuse DVLA give for unreservedly selling motorists private data toknown-for-years scammers - so thought that they should be warned of a possible....erm....scam against them.)A few days later had reply for the CEO email allbeit signed by Data Assurance Officer which included (note toself - check junk box daily):-"Thank you for your email of 9th December about the release of information from the Driver and VehicleLicensing Agency’s (DVLA) vehicle register." (I knew this already because I had checked the AoS members ofboth ATA's).Unfortunately although they emphatically state the above there was no comment regarding my #3 request - butat least the DVLA are aware if not already. I hope that "DVLA request and associated fees" avoidance does notimpact on any alleged DVLA bonuses.1

Sorry - very last post:-As an aside Transfer 360 were 2022 BPA finalists for "The Back Office Award".The winner of the "Parking Technology Award" was Barbour Logic – Challenge Writer.They apparently write letters on behalf of motorists challenging Council PCN's!!.(I thought this ironic).Mind you it bodes well that at the 2023 BPA awards C-m could win the Lifetime Achievement Award for thecategory "Special Contributor Against Malevolent Scammers" - other abbreviations are available - e.g.substitute "Undermining" for "A".(Told you I was bored).
