Well that was disappointing.
The debate; To consider parking in town centres.
Concluding vote; Have we considered parking in town centres?
Conclusion; Yes
But ignored the elephant in the room that drove car parking away from my local shopping centre.
Cheating Parking Charge Notices!!
But it worries me if our MPs don't see the association as a wolf in sheep's clothing.
There's some education to be done.2 -

UKPC plans to switch to automatic number plate recognition cameras (plus a lurking goon on-foot) at a Trowbridge car park despite concerns
https://www.wiltshiretimes.co.uk/news/24503775.plans-trowbridge-car-park-switch-anpr-cameras-progress/
St Stephen’s Place plans to limit customer (driver) movement to just the shops, restaurants and Odeon cinema surrounding the site. UKPC's new notice tells car park users that in future it will be controlled by ANPR and an on-site 'warden'.
Some residents have objected strongly to this, querying how UKPC intends to police their movements when they leave their vehicle. More than 70 comments were left on Facebook when the Wiltshire Times first posted about the plans.
Nice work UKPC, ruining customer confidence in the high street by ripping off drivers.
Brendan Groves posted: "Trowbridge is knackered, all that is left to do is close it down. Who needs this? Not me, just go elsewhere without the rubbish problems."
Jim Butler agreed, posting: "I won't use The Shires now because of the issues, I now will not use St Stephen's. I'm sure I won't be the only one, I prefer to go out of town now anyway."
The comments include a good reply from an MSE poster/reader and this comment that suggests this change might well breach the retail park's planning rules:
"when the Odeon was constructed all proposals for car parking ie the times and charges had to be approved by the council."

"The Wiltshire Times had also previously reported that businesses have seen decreased footfall since the policy was introduced, though Knight Frank has disputed this claim.
Around this time, the site began using new automatic number plate recognition (ANPR) cameras to monitor customers’ movements. This led to a surge in parking notices and subsequent calls to boycott the car park.
The Wiltshire Times has contacted Knight Frank and UKPC for comment but has had no response."Not very classy from Knight Frank. Clueless in fact. Whatever happened to the concept that the Customer is King?
And in the linked case, has Knight Frank never heard of their statutory duty under the Equality Act 2010 to extend fixed time limits?

Alliance Parking member of the BPA caught requesting a £2 car park payment from a couple's bank account 10 days after the couple made the payment for parking at Harlyn Bay car park. How many other motorists have experienced this? Is it incompetence from Alliance Parking as the couple suggests or is it their planned practice? No doubt it'll be another "admin or technical error".With the private parking industry's ever-growing list of identified practice/system errors the MHCLG must surely see that BPA, IPC and their members are NOT the experts in parking management they claim to be.3

Watch the 'really interesting' misinformation here! https://www.linkedin.com/feed/update/urn:li:activity:7285940164785238016/The discussion initially on the word 'fine' in the newbies Q&A, especially as the word they show in the para from the newbies is in surrounding quotation marks, alongside the welter of references across the forum that PCNs are never 'fines', was frankly, baseless and diversionary propaganda against genuine information and advice.I don't know who is going to watch that discussion, nor how many will consider at all helpful. Thanks for linking it @Thorndorise. 👍Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
