The Will mantra seems to be "follow the appeal process".
Presumably this involves inputting name of driver etc, which gives the PPC the detail they want.
Am I too cynical?5 -

Disabled army veteran who received 2 pcns says Excel Parking are "absolute con merchants" "They are interested in one thing only - money."Unable to pay as Excel's machines were broken the man returned to the hotel, while speaking with the manager about his first pcn Excel slapped him with a 2nd pcn.Excel claim to be experts in parking management yet it doesn't seem to have dawned on them to invest in better quality paying meters.Continuing with the type they currently use which are well known to be frequently out of order not only deprives the landowner of the car park payment but businesses on site of potential customers who are told 'if you can't make a payment leave and park elsewhere'. POPLA IAS always advises this to appellants and must accept their part in driving customers away from the landowners car park.2 -

Apparently, the IPC and BPA both support the introduction of a statutory code of practice, so I guess they've seen the writing on the wall and it must be coming soon ......

Excel at the centre of the issues. I've said previously, they will cause the sector more problems for itself because of their out of control pursuit of anyone with a chequebook. What a selfish devious lot the IPC and BPA are. Having stood by and did absolutely nothing for years to address the '5 min to pay rule' they now all of a sudden want to address it. A T&C that's even been described by judges as "not achievable or fair".
The only reason IPC and BPA want to address it NOW is because of the widespread public outrage reported by the media, that's showing no signs of stopping. Both ATAs won't want to be seen as incompetent and will be fearful of being removed from any future regulatory role of their members.4 -
