ANPR in Council car parks? - this sounds like a plan (wonder who benefits)

Can Councils use ANPR cameras in their car parks? I thought they could only be used in private car parks.2

So, there are some Council PDT car parks which have ANPR to help inform drivers what time they arrived or to calculate the fee on leaving. That is all it can do. Any PCNs will have to be issued on foot.
Someone needs to tell this Council (and the opposition!) what they are considering is illegal, if the ANPR causes postal PCNs (even if a private firm does it).
Anyone fancy tipping off Councillors Lee Athwal and Mark Hood who were not happy about the lack of consultation? They'll be interested to learn it's illegal.

The second one was on appeal to His Honour Judge Dubbridge, so it's persuasive on other parking CCJ set aside cases where a claim form wasn't received AND was poorly pleaded.
I hope there will be a transcript obtained about it. Will try to find out.

Cornwall Council warned about plan to offload car parks to 'unpleasant' companies
So far it has already transferred two of its 231 - to companies that it entirely owns itselfA bid by Cornwall Council to offload what could be as many as 50 of its car parks has received warnings from a number of councillors. Members are concerned about them being managed by "unpleasant" enforcement companies.
The decentralisation of a number of council-owned car parks is part of a plan to make £2 million of savings by getting rid of as many as 2,000 of the local authority's assets. The various assets would either be devolved to town and parish councils, sold or leased to companies to run.
Senior council officer Phil Mason told an economic scrutiny meeting today (Wednesday, September 4) there was no final agreed list of car parks which could be passed to new owners, although two have already been transferred. Towan Headland car park in Newquay is now owned by the council's wholly-owned arm's length company Treveth and managed by enforcement company Initial Parking, while New Polzeath car park is now owned by another council company, Cormac.
