Teesside Park has confirmed that it IS able to co-ordinate allowances for blue badge holders if they report to the customer services team on the day they visit - despite not stating this on the disabled parking signs.
Their website actually says:
"There is no time limit for blue badge holders within the ‘Retail South’ short stay car park, if you plan to stay longer than 4 hours, simply register at customer services (within the Hello! Building) as soon as you arrive."
Harry said it was "scandalous" that there was no sign in the park itself. "Teesside Park is just so big these days with all the shops and food outlets, so four hours is just not enough, never mind being disabled.”
A spokesperson for Minster Baywatch said Harry's charge was "correctly issued" and said this decision has been reviewed and agreed by POPLA who are "completely impartial" (LOL).
"We are aware there are other non-time restricted options for Blue Badge holders on the site, however, it appears, unfortunately, this was not adopted by the user on this occasion."
So they have signs that apparently lie about disabled concessions on time limits, and have reportedly blamed the disabled user for not knowing about how to exempt their car.
Illegal.

Shame on Teeside Park and Minster Baywatch that NEITHER of them has said this victim's PCN is cancelled. Shocking that they haven't said this.
MB just blamed him for not magically knowing that there was a secret way to claim unlimited parking. MB also lied on their signs.
What they've done to him is illegal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Are private fines sent by Bristol airport’s contractor to motorists who pick up passengers outside its designated, paid-for, drop-off and pickup zone unenforceable?
It looks as though they may be, if an eagle-eyed Guardian reader and a leading consumer solicitor are correctly interpreting the bylaws that govern the airport.
If they are right, hundreds of motorists who paid the £100 demands for stopping outside the designated pickup zones at Bristol airports – and perhaps others – may be due refunds.
The article also calls out VCS as being the Airport authorities agent, which is a good move as it nullifies the usual nothing to do with us it's a third party parking company line that usually gets trotted outThe question is will other newspapers pick up on it such as the Daily mail, the Express and the Mirror where the story will then propagate to other local reach media sites such as (Location) live sitesFrom the Plain Language Commission:

They need to do more research.
If the land is subject to bylaws, there is no reason why the Parking Charges would be unenforceable; the operator just won’t be able to use POFA as it’s not relevant land (at this time).
