    Operator of what?
    by landowner, i mean the entity that contracted the un regulated parking company/allowed them to infest the land

    “I’m not paying the Parking Charge Notice because the company falsely advertised payment methods.” says Mrs Swift


    On finding Excel's pay machine had been removed at the Broomhill Rooftop site Mrs Swift made several attempts to pay by phone but all failed. Other motorists were experiencing the same problem.
    She said “After approximately 15 minutes of trying to pay, I decided to leave.”
    Her appeal was rejected by both Excel and the IAS as she didn't pay within 10mins.
    A Morrisons store is on-site and urged customers who have a problem to approach them. A spokesperson said: “If a customer believes they may have an issue with their ticket, we would advise them to speak with our customer service team when parking."

    Is this a winning point at court..the company falsley advertised payment methods?
    New signs were added stating pay by phone only but the main original signs remain with instructions on how to pay at the meter and online still visible.

    TECHNOLOGY BLAMED AGAIN 
    Customers have received £100 PCN after parking at the EUROSPAR in Crumlin with many claiming the parking system did not detect them leaving and returning later that day.
    The DOUBLE DIPPING scenario.
    Henderson Retail who operate the store churned out the frequently used it's a 'technical issue' with Smart Parking cameras at the store. 
    Seems more likely to be a code breach by Smart Parking who skipped the manual quality control check on images generated by their cameras before requesting DVLA data and posting out PCNs.
    When contacted by Belfast Live, Smart Parking declined to issue a statement and investigate unless Belfastlive provided the reg numbers of all of the vehicles impacted by the apparent technical glitch.

    And registered keepers in NI can simply ignore postal PCNs anyway. 😎

    Smart Parking fails to manage parking at organised school sports event in Eton. 

    Although the day parking had been paid in advance hundreds of parents received a PCN. 
    One parent's appeal was rejected and he's received a second payment demand letter. He says "it appears Smart Parking Ltd had ignored the agreement between the schools and the club."
    Schools said to ignore the PCNs but having heard nothing from Smart Parking or the athletics club parents feel they remain "in the dark".
    After this ***** up the schools may look to book another venue for next year childrens sports event.

    Nope. If the Operator knows what they are doing, the agreement will be permission to operate on the land (not on the landowners behalf); a ‘Concession’ if you like. Keeps things clean for all concerned and eliminates scope for ‘Plan A’.

    Changes at Bristol Airport mean that part of the main road through the site will be closed for some time, and motorists will be diverted by a new perimeter road instead. This new road is without the area where VCS were previously contracted to operate by Bristol Airport Limited, (who are not the landowner).

    We know that the previous contract between the landowner's sub-contractor and VCS expired last year, so it will be interesting to see if the VCS scamera van operates along the new road, whether new signs have been erected, whether advertising consent has been obtained if there are any new signs, and if a new contract for this new road exists.

    I am currently unable to get to the airport to have a look, and the local council have closed of a layby on a nearby public road where it was possible to park and then walk up to the airport back entrance, making it harder to visit on foot to get photos without driving onto the site.

    I'm fairly new to this topic and find myself easily confused so please spell out exactly what you mean by 'a Concession' and are you saying the information below from the BPA is untrue?

    The BPA does not operate or manage parking or issue tickets but our members do. They are employed by the landowner to manage parking.
