    Operators are rarely the agent of a landowner, hence why the operator is identified as the creditor on signs etc.
    Parking operators are virtually always an agent of the landowner, by the fact they are contracted to manage the parking...creditor or not has nothing to do with them being an agent.
    Nope. If the Operator knows what they are doing, the agreement will be permission to operate on the land (not on the landowners behalf); a ‘Concession’ if you like. Keeps things clean for all concerned and eliminates scope for ‘Plan A’.
    I'm fairly new to this topic and find myself easily confused so please spell out exactly what you mean by 'a Concession' and are you saying the information below from the BPA is untrue?

    Thanks for your review.

    The BPA does not operate or manage parking or issue tickets but our members do. They are employed by the landowner to manage parking.

    I was trying to find the right words - I had 'piffle' in mind but your question is a lot clearer - yeah I'm new to this also...

    It's weird as I'm fairly certain a reasonable percentage (not all or a majority necessarily) of these bogus invoices are culled with Plan A

    A concession is somewhat like a lease - the lessee/concession holder "owns" (i.e. rents) the land for the purpose of the business.

    I think @Whatever2023 is being somewhat disingenuous on this matter as I believe there are very few PPCs/sites which would fall into this category. (NCP would be one, for example).

    The Argus also thinks the 'appeal' farce is real. The family has been duped twice over.

    Hope KCC are being truthful, someone may ask to see records of these twice daily machine checks.

    Councils will never find fault with PPCs practice. They rely on income generated by ripping car park users off to plug their funding gaps.
