The BPA does not operate or manage parking or issue tickets but our members do. They are employed by the landowner to manage parking.

It's weird as I'm fairly certain a reasonable percentage (not all or a majority necessarily) of these bogus invoices are culled with Plan A

I know what @Whatever2023 means.
But I have no idea why this 'market failure' industry persist in pushing the idea that excluding the landowner/retailers from having any right to cancel a NPC is a good thing.
And the landowners who sign up for that are deluded and often very badly impacted and left bruised by the parking firm leeches.

A concession is somewhat like a lease - the lessee/concession holder "owns" (i.e. rents) the land for the purpose of the business.
I think @Whatever2023 is being somewhat disingenuous on this matter as I believe there are very few PPCs/sites which would fall into this category. (NCP would be one, for example).Jenni x3 -

A Councillor has urged the Airport to set up another free drop-off zone in response to new parking restrictions.

Topical subject of late - Moorside Legal. The first litigation I think we've seen them conduct, representing G24. Claim struck - Res Judicata - already having had the same case previously judged in favour of the Defendant. What are they doing?
Anyway, Jackson Yamba, via Contestor, provides Moorside with a salutary lesson, with G24 picking up the tab of £901 😄. Perhaps they'll think more carefully in future!

What could possibly go wrong (Euro Car Parks):-While the company accepted Tom had paid, it reduced the fine to a £20 administration fee insisting he had made a “major keying” error.The 46-year-old denied this and said the machine was problematic and while the screen went blank, it had still allowed him to pay and issued a ticket.A KCC spokesperson said: “If a customer inputs the correct registration number at the machine, it will correspond with the number plate captured on the ANPR meaning a penalty charge notice will not be issued.“We have had no ongoing faults with any keypads on the machines at our country park car parks, which are checked every morning and evening.“KCC receives a percentage of the income from parking enforcement, which is reinvested into the upkeep of our country park car parks.5

Hope KCC are being truthful, someone may ask to see records of these twice daily machine checks.
Councils will never find fault with PPCs practice. They rely on income generated by ripping car park users off to plug their funding gaps.
