As I understand it (happy to be proved wrong), the MIL Collections strategy failed as a) the debts weren’t assigned correctly; and b) Operators risked their KADOE access / ATA membership being revoked.
All NCP need to do is wait until they no longer need the DVLA/ATA then assign/sell the debt correctly.

All tickets issued under KADOE will remain as that is the basis NCP and rules they had to comply with

No. i get what @Kaizen2024 is saying.
There will come a point when NCP have no need for DVLA / KADOE, so breaching those rules "won't matter" to them, except if all this is challenged as a misleading action under the CPUTRs, I suppose.
i.e.
purporting to act under a code or rule but not doing so, is a misleading action according to that law…
…but who's going to stop them, given the DVLA doesn't give two hoots and given the (perceived weak) plans of the MHCLG where they dismissed the idea of appointing a Regulator, like the CMA who could step in and fine companies and stop all this crap.

Perhaps the "debtors" of NCP can negotiate a settlement similar to the amount that their creditors might get, i.e. pennies on the pound. £1 seems a fair amount :)

Airport bosses said the rise was "unavoidable" they had to find ways of raising more income after an "unacceptable" £8m increase in the firm's business rates bill.
The new charges started on 18 May, the airport will also scrap a 50% reduction for electric vehicles.
BBC Scotland spoke to several drivers waiting outside the airport to gauge opinion on the increase....
