Like the MET case where PCNs were issued for a completely different location, and MET (allegedly) repaid all monies unlawfully obtained, BaySentry should be doing the same, and should have reported themselves to the BPA and the DVLA KADOE team.3 -

Yes, and any reasonable person would agree. Of course, that would cut down on the opportunities for money making PCNs.
Similarly, what does it matter whether (say) one pays for parking within ten minutes? What really would matter is whether it is paid or not. All of these things are illogical and unfair trumped up 'reasons' to write a ticket, and then refuse an appeal and then inflate the 'price'.
Unfortunately, it also seems that the NHS is seen as a soft target, whether it be patients visiting hospital, staff at hospital or as in this case, visiting nurses.
The sooner these self seeking cowboys are sorted the better. We did not want another 'consultation' but as we have to do it, I cannot wait to tell it like it is .

I agree that they are seen as a soft target the same as holidaymakers. I expect that there will be a few on here from Cornwall after this weekend.

With the last consultation, the government agreed and went as far as banning these scam fake charges.

Whoever becomes PM, needs to get to grips with this massive scam, if the private parking industry is prepared to throw money at this, the government can double it.
Remember the scammers in furlow who soaked the government of £miilions which most will never be returned

The BPA is a membership is of two parts. firstly a protection unit of the private parking industry and secondly membership of councils ....... the councils, whilst proven wrong many times by the the Traffic Penalty Tribunal do a lot more than POPLA and the scam fools who operate the great Gladsones/IPC/IAS scam
Part of my reponse to the consultaion will be that the BPA cannot be fit for purpose especially as they allow a board member being Osner, who attempts to scam the public with fake money
I have no problem with the BPA taking money from councils if the councils are stupid enough to throw tax payers money away ...... well I do actually, what is the point giving tax payers money to a totally useless membership club who just spout propaganda
The second part is that the BPA support money scammers ?
The BPA claim they are a non-profit organisation ? As we all know to pay wages and overhreads etc, requires a PROFIT,
You simply cannot run a business paying wages and overheads and claim there is no profit
The BPA is not a registered charity. The BPA must be Investigated by HMRC

I found this article whilst looking for something else. It's not a new article but it's cause is likely to have been the behaviour of Excel Parking Services Limited in their two car parks in Lichfield.
Currently there are a large amount of claims in various stages as a result of Excel's aggressive behaviour in issuing PCN's for spurious reasons.
Tesco's car park is quite close the the two Excel Car Parks (now Euro). Tesco's car park was free but now is only free to customers as their car park has come under pressure.
It always worked as free car park before Excel took over Backcester Lane and Gresley Row.
They have done so much damage in Lichfield. The MP Michael Fabricant says“Good riddance to a company that damaged the good name of Lichfield by their unwillingness to engage with the community. Their lack of engagement is a testimony to how a company should not be run.
“I feel sorry for other towns who have to endure them.”
Actions have consequences and I hope those consequences come in the form of the new CoP.
