    Why the heck would any retail park owner want the likes of CEL expecting people to input their VRM in order to dare to exceed 30 minutes at a group of several shops?

    Why choose the likes of Civil Enforcement Ltd?

    Why on earth impose ANPR?

    Did the idiots forget how to Google?

    Or was it just because it was offered free and no-one signing this useless contract for the landowner engaged their brains and realised what will happen to genuine customers, who will be sued for hundreds... and CEL will gleefully catch out slower/distracted families and old people who will just roll over and pay.

    I wonder how this will go:
