What don't you understand about it? It seems a straightforward question about vulnerability/disability; for example are you (or any witness who will be accompanying you) a wheelchair user such that you cannot access anything not on the ground floor or level?2

Thanks to @Johnersh for this:- CPR Practice Update 143 introduces the paper pilot removing rights to trial in certain small claims.
Pilot in a select number of courts for now. Amongst the examples cited? Parking claims.
