Flight delay claims clogging those courts? That's the reason according to this post on the LPC Law website:
https://www.lpc-law.co.uk/news/new-pd-51zc-the-small-claims-paper-determination-pilot/
Notably, the hearing centres of Bedford and Luton routinely deal with flight claims headquartered at London Luton Airport; Guildford and Staines process a large proportion of claims against airlines based at or near London Heathrow Airport.

where there is no significant factual disputeIn the case of a flight delay, there should be no factual dispute as the airport records will show if a flight took off on time but a parking case could well have significant disputes; good to see that the new N180 has an area for explaining why the defendant considers it not suitable for "on papers" hearing.2

Suggested wording to answer the new question where you must say NO to accepting a hearing 'on the papers':

Is there any help / advice for the new E5 question on the updated N180 form? It was mentioned by @Grizebeck in the original post but not mentioned after that. Any guidance would be much appreciated.
E5 - Do you believe you, or a witness who will give evidence on your behalf, are vulnerable in any way which the court needs to consider? If Yes, please explain in what way you or the witness are vulnerable and what steps, support or adjustments you wish the court and the judge to consider.
