Just wanting to let others know that at LBC stage it's possible to atleast get add on fee dropped.I think the penny is slowly starting to drop in PPC world, because they're seeing Judges across the country routinely kicking out these false charges. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

PPC claiming data disclosure costs & solicitor fees. What? Can you show us what they said?
It is illegal to charge for a SAR and they haven't incurred any up front solicitor fees. It is also not a fine.
Anyway, paying £100 is hopefully not a realistic option, if you share our ethos!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

We've hardly ever seen a PS24 court case (in fact I can't bring one to mind - but I don't have a monopoly in recalling every case under the sun that appears here!).Why are you so concerned about asking a Judge to look at this and check if you are liable for the charge? It won't be any more than they are currently asking (£170), nor will you be chastised, nor will you end up in jail.
If you truly can't afford it, then surely the way to deal with this is to chance getting it to £zero, because the other outcomes are that you will have to pay it.
Of late (but nothing can be guaranteed in this game), we are seeing many of the low-rent solicitors discontinuing more claims than they are letting get to a hearing. You takes your chance! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. I am glad you are thinking about this some more. Yes, that sign only refers to parking in 'bays' that are 'here'. Where is here?! Where is the PDT machine? You say you were for forced to park in an overflow field(?) or somewhere separate, quite possibly with no contractual signs, no PDT machines and maybe no bays...
You can't be bound by a sign in the Museum car park if you were not in that car park. This is a strong defence position.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

No signs at all, near the bays at the top beside that other building, presumably where you had to park?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

MP has agreed to draft a letter. Would hope she/ her team are knowledgeable enough on this but any advice/areas on forum for specifics to include in MP letter?0

Having other tickets in the car is not a crime and as you say, it shows the driver pays and displays when terms and machines are prominently displayed.
Your main point is still that this is a fairly sprawling mixed use site with different parking areas and the fact is there were no contractual signs or pay machines seen at all in that area. A driver can't be required to walk from car park area to car park area between facilities, and it would not be safe to presume that terms displayed elsewhere might apply in a separate parking place where none are displayed.
This sort of mixed use site would likely have all sorts of different rules for done parking bays: there would be some permit bays perhaps, a staff area and the museum pay and display spaces. But this area had no terms at all. The driver looked. No terms displayed at all.
The nearest sign was in a different parking area entirely and refers to terms applying 'here'. Vague or ambiguous terms are to be interpreted in favour of the consumer (CRA 2015 applies) so the word 'here' should be taken to mean exactly that - applying to the spaces beside the museum. The car wasn't parked there.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Re SAR request, why am I requesting record of all PDT machine payments for that day? I have admitted to not purchasing a ticket so don't need proof of purchase....
In appeal discussion with landowner she did say "other people did understand to purchase a ticket that day" (suspect fed to her by PPC). So worth getting that data to verify whether that was in fact the case?0
