I have been on walks with a local footpath group, and they have removed blockages to footpaths and bridle paths ( sometimes with the aid of bolt cutters)
If a camera restricts the ability to pass and repass without let or hindrance can it be removed as you would a section of fence or other blockage on a public right of way?From the Plain Language Commission:

There is a public footpath also running across the car park at the side (most complicated 20 space car park ever!). No evidence of any PCNs yet but I guess UKPC may wait a few days before visiting.
I guess the obstruction does not have to be physical, as in the cameras don’t stop me physically driving across but they are would still be an obstruction. All of this has strained the relationship between the landowner and the house owners, although it has united the house owners.Never used an angle grinder, hopefully that won’t happen!
I don’t understand how UKPC regularly seem to put up signs without advertising consent and yet authorities don’t seem to bother about it.
I will see how busy the car park is at the weekend and will try to chat to the cafe owners and get their views.2 -

UKPC will probably not start their patrols immediately the BPA COP states they shouldn't however I believe the real reason will be lulling the locals into thinking they are cuddly parking attendants that give some leeway before the onslaught to recoup some of their investment.Their attendants will be in and out in a trice, or hiding in a corner, behind a bush or in a coffee shop so as not to be noticed.As for the possible installation of cameras well don't forget there would need to be some groundworks for cabling etc after the pole are put up.If anything is going to happen there will be some notable activity for sure.3

I would be more tempted to dismantle the camera as oppose to using cutting tools, or even better placing a bin bag over them.
But it shouldn't get to that stage,. In theory.
As for a strange person lurking in the bushes, is that something you would want taking place near your house?
Would it make you feel safe knowing that a person with no background check (CRB/DBS or SIA ) was lurking at all hours?From the Plain Language Commission:
