We are sure there will be no patrols now we know it's a 90 minute time limit. That tells is it must be ANPR cameras. They are laughing in your faces.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not sure of the risk but I would be very tempted to make sure you transit the site regularly and having already given due warning wait for the bills to come in, sending an admin charge £100 per speculative bill to the landowners and the PPC for the burden and your time and effort to unpick their s#1@ show of incompetence.
I also really like the idea of putting advice notes on the car windscreens4 -

Sit back, and see what happens, however if a parking charge notice does arrive then thats the immediate action trigger, and you should fore warn the landowner that if such a thing does happen you will be disabling the cameras/pointing them away from the entrance/exit as soon as possible if the landowner does not do so.Thats if the cameras appearFrom the Plain Language Commission:

We have already sent a legal letter, drafted by a solicitor and signed by all of us. The solicitor was not convinced that an injunction could be enforced but the houses are all prepared to spend on this and do it ourselves if ANPR arrives. It would be intolerable I think. I do have free legal cover with my home insurance (thanks for that idea) so I will give them a call maybe in advance of any potential PCNs etc or further camera development so I am ready for action!

See what the home insurance legal says. Certainly sounds like an injunction is possible because it looks to us that the 'servient landowner' is trying to fetter the easement or right of way that you all currently have.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I do like the idea of fliers and signs about what to do if anyone receives a PCN.
I think the receipt of a PCN is absolutely going to be a trigger so I am going to look more into what can be done legally by myself or any visitor. I have lived here for 20 + years and next door neighbours for 36 years.
No evidence of any PCNs yet but I am at work in the day so wouldn’t necessarily know. I have not heard from the council yet re signage but should hear by the end of the week. Signs are unreadable at night. Thanks for the support!5
