I think you’re right about drawing the curtains! The whole thing is stressful and I don’t want anyone to get a PCN.

We are sure there will be no patrols now we know it's a 90 minute time limit.  That tells is it must be ANPR cameras.  They are laughing in your faces.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not sure of the risk but I would be very tempted to make sure you transit the site regularly and having already given due warning wait for the bills to come in, sending an admin charge £100 per speculative bill to the landowners and the PPC for the burden and your time and effort to unpick their s#1@ show of incompetence.

I also really like the idea of putting advice notes on the car windscreens  :D

I wonder if an injunction would be the way to go
I agree. However, the OP stated earlier that after taking advice from a solicitor, they said they were doubtful that an injunction could be enforced. I would suggest that the OP find a different solicitor, preferably one with good knowledge of how these PPCs operate and abuse the court system.

We have already sent a legal letter, drafted by a solicitor and signed by all of us. The solicitor was not convinced that an injunction could be enforced but the houses are all prepared to spend on this and do it ourselves if ANPR arrives. It would be intolerable I think. I do have free legal cover with my home insurance (thanks for that idea) so I will give them a call maybe in advance of any potential PCNs etc  or further camera development so I am ready for action!

As well as notes on windscreens why not get some big notices made up and attach to you and your neighbours gates warning people about the car park and how they can overcome the PCN if they get one - it will be on your gate / land so neither the landowner or UKPC can do anything about it.
