    So what does the company you have booked with say about the discrepancy between what they state on their website and the Spanish government directive?
    AFAIK, may be wrong of course, but this is not a central (Madrid) directive, it's the autonomous Balearic government which has imposed these restrictions in selected designated locations.
    As above, stating that bars are open certain hours is not the same as saying unlimited alcohol is served on demand.

    This definitely isn't a central directive and is in only some areas of Spain by the equivalent of a Council in the UK.
    I'm not acquainted with the precise details of the application of these AI restrictions.
    The Balearics are an autonomous region of Spain, and government at regional level can introduce localised regional legislation -  - the controversial Tourist Tax being a well known example.
    The next level of government below, as you say, is the rough equivalent of our local authorities  - except they are smaller and there are MANY more of them across the islands.  I have a recollection of reading there are 30 or so in Mallorca, and presumably they will have licencing powers.
    So it seems the "Town Hall" bureaucrats in the problem areas have drafted these restrictions to try and curb excessive drinking.
    In recent years I've noticed many more hotels now offer AI as an optional board additional choice - on arrival.

    This really is limited to certain hotels and certain resorts - in Majorca some hotels in Magalluf (not all) are affected but hotels in Alcudia are not

    Here's an example of Jet2hols - Hotel Samos - Magalluf - they clearly show it

      The All Inclusive package includes buffet-style breakfast, lunch and dinner in the main restaurant. Snacks are available at selected times between meals. A maximum of 3 alcoholic drinks per person (beer and wine) during lunch, and 3 alcoholic drinks per person (beer and wine) during dinner only. At all other times any alcoholic drinks are payable locally. Unlimited non alcoholic drinks are available for a minimum of 12 hours per day.

    That's fair enough
    As long as the details of what is included is clearly stated on company documentation or website it's the passenger's  responsibility to check what they are getting for their money.

    Anyone who assumes AI means you never need to get your wallet out is a tad naive.

    Interested to hear what response the OP got from the tour operator.

    Will it mean the swimming pool water will have less alcohol in it....the ones where they have bars you can swim up to where people never get out of the pool for hours on end.....

    Fully agree with this and this has been the case also in the many hostels we have stayed in over the years (I was offered for example a really nice breakfast in Gdansk at a really good price that wasn't available online at booking).

    I don't tend to book through agencies (in fact have only once in the past 10-ish years as Minsk-Tirana flights weren't available without a package  I did try to book the flights without accommodation though, I was in Minsk on business to meet with a software supplier who no longer supplies us and had a week before needing to be there for something else). Breakfast was included in the deal as a 'free' extra.

    The issue though with this law to me is that we can not drink with lunch, but then Polish off a few bottles of wine in the evening, the whole time never being drunk as this is over the space of 6-7 hours, especially if with friends. I do get (with fully agree with) what the local tourism associations are attempting to promote though.

    Yes, but they will have to pay for the privilege.  People getting bladdered on 'free' booze in AI resorts contribute little to the local economy as most AI hotels are part of large chains and often foreign owned.  From a local point of view, outlawing AI completely would be a great result.  It's certainly not a case of biting the hand that feeds them.  If anything it's biting the hand that's robbing them of good custom.

    Yes I've noticed that - I always avoid pools with swim up bars :D
