Right. Email a complaint to the Head of AOS at the BPA, Sara Roberts:

State that you are the registered keeper and want to make a formal complaint about Defence Systems/Park Watch because you've been prevented from appealing:
- They have sent a supposed Notice to Keeper that fails to tell the Keeper how to appeal. See attached.
- They are pretending that a windscreen PCN was affixed to the car last month and that the keeper has to read that to know how to appeal. The NTK says “please refer to the original Notice which includes full details of how you can submit your appeal and the applicable timeframes”.
- Looking online using the PCN and VRM, there are 2 photos of the back if the car taken across 4 seconds and no windscreen PCN was affixed. It is non-existent, so the keeper has no info about how to appeal.
- the PCN is predatory self-ticketing for a bounty. ParkWatch's website offers a 10% 'client revenue rebate' (bounty per PCN) and talks about a 'new i-ticket service for 2022'. This avoids putting PCNs in windscreens and breaches the new incoming DLUHC Code ban on this conduct by self-ticketers. as well as the Consumer Rights Act 2015 requirement for prominently drawing consumer notices (PCNs and signs) to the attention of consumers. The sign picture shows it's round the back of a pillar.
- no consideration period at all is being allowed, clearly, if they are taking 2 photos in 4 seconds behind a car that was not unoccupied. This is not a 'no stopping zone' with double red lines or safety concerns (it's a shopping centre) so a driver must have a fair consideration period.
The keeper wishes to appeal to POPLA but the wording of the NTK prevents any ability to appeal. This alone is a serious breach of the BPA Code, compounded by not issuing PCNs either. People can't appeal at all.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Presumably I put my Appeal on hold for the time being but do I still send an SAR in the meantime though?Also, I’m a bit concerned with timescales. The NTK is dated 8th March and refers to a PCN issued 5th February. The latter is obviously the non-existent windscreen PCN. Am I running out of time for anything?0

Get the SAR in asap as the PPC (as does any company) has 30 days to respond. Attach a COPY of any letter they have sent you and a COPY of your V5C to prove your address (no photo ID required).2

I get the same problem when I click on the link from the BPA's own web page and from search engine results.
Add this problem to your complaint to the BPA.
Yes you can send the SAR via post if you wish, but you would need to do send it first class from a Post Office Counter, ensuring that you get the all important free proof of posting.
