Costco has 40 rolls for about £13ish0

Plenty of comments here on the lowest prices - but price isn't everything. Cheap toilet paper's no bargain if you have to use more of it!
3-ply own label's the best value usually. Lidl does one of the cheapest with good quality. Plenty cheaper than 3-ply, but that doesn't make them good value.4 -
I tried the eco version of a brand and ended up going through it quicker as the thickness was rubbish despite being the same ply... Absolutely not very eco!0

Home Bargains 9 Rolls of Nicky brand £3.990

I think toilet roll is expensive anywhere
But the toilet rolls without the cardboard are good because you get more for your money!0 -
Farm Foods is not bad value but even there prices are on the rise - about 30% up since my last post in June
4 x 18 packs now £22.
You might get £2 off with a voucher, so 28p per roll0 -
Cheap is not always best value. My pet hate for toilet roll....as with anything else TBH, is the excess use of plastic. I love Who Gives A C***, order online and no plastic. Good quality and good value.Making the debt go down and savings go up

Try WGAC (who gives a crap) 👍
Search on Google for info. They donate 50% pf profits to charity.
Price may seem high but they are double length.

I have always bought Asda Shades the 24 pack and found them the best. Over the last few months they have gone from being £7.50 t0 £10.20. Now they have changed them to 12 jumbo rolls for £9.50. There are supposed to the same amount of sheets in them. The problem is that they do not fit onto the toilet roll holder (not mine anyway) there are many complaints about this on there website reviews. Will have to get them elsewhere from now on. Hopefully they wont all start doing it1
