We like Asda Shades Quilted, packs of 9; tend to be on offer 2 for £6. Soft paper. Packs of 16 tend to shed a bit, 9 don't.

I get the Little Duck brand in Savers.  It was £3.99 last time I was in, 18 rolls and 3 ply.

The Izal medicated trading paper that we had in schools in the seventies must have been chosen based on cost, have you tried that?
When I was a lad stood on the terracing  behind the goals they were the best ones to chuck on the pitch when your team scored a goal. Could get great distance.

FYI Nicky toilet rolls at Home Bargains (32 pack) have gone up from £6.99 to £8.79!!! Unless the £6.99 price is how much it usually costs when it's on offer and I was just unlucky when I went at the weekend.

I've never seen it at that price before though and a thread on HUKD seems to suggest it's usually £6.99

It's impossible to work out the best deal. The individual sheets aren't always the same size or ply, the number of sheets on a roll differs as well. I buy Regina Soft & Gentle 40 roll packs from a catering supplier. Pre-Brexit they were 14.99 and now 26.99 for 40 ie 56p per roll before tax, 67p per roll with tax.

Why is there VAT on loo rolls ???

Big multipacks of three ply from Trago when everything is 15% off in January, but not a solution for those who don't live in Devon or Cornwall.

Lidl had theirs on offer at the weekend - something like £5.29 for 24 rolls.

There's  a weekend deal  on loo roll that come up every few months.

For regular price Farm Foods has been pretty good - currently 4 x 18 packs for £17.

We did get some from Trago when they had a 20% off deal for the Jubilee.
