I wonder if the same arguments apply at the other airports , especially the VCS monitored airports ?
RHA Doncaster , Bristol , EMA East Midlands , Southend , etc
I think ukppo still monitor Newcastle , plus Apcoa at Luton and Birmingham !
We see cases involving all these bylaws sites ( non relevant land )3 -

I can offer my experience to all or none, but the case I'm involved in is clear-cut. Others may not be so. However, this case does create doubt in terms of other 'Notices' sent. I'm not a legal person, but I am a language specialist.6

In other threads I have read, a few "clear cut" cases have unfortunately succumbed to "Judge Bingo"...a term which ought to be in your dictionary, should a court case come your way!2 -
VCS have quashed the Notice they issued to my stepdaughter. There should be NO court cases at all for anyone if they write to the PPC straight away and ask for a fully compliant Companies Act 2006 copy of the contract they hold with the company they work for.5

In fact, VCS' letter landed less than 24 hours after LJLA confirmed it would be quashed. Both parties knew the illegality had been uncovered. That's why VCS acted so quickly.4

This is very encouraging DL...Like you, I have no legal experience, and therefore reliant on the forum gurus to guide me through the process. A defence has been submitted and the DQ is the next task. If the process allows, and the forum is also supportive, your suggested letter to the PPC will quickly follow.
